Upon you plugging this into a wall outlet, is the evaporator fan (one on the very bottom near to compressor) supposed to be on? It doesnt appear to turn on.....

The evaporator fan is the one inside the cabinet under the delivery chute and should be running all the time.  The fan in front of the compressor is the condenser fan and it only runs when the compressor is running.  There is a 3 minute or so delay after closing the door before the compressor will start.  The compressor also turns off when opening the door.  These events occur to prevent moisture from freezing on the evaporator due to condensation by opening the door.

Yes, there is a delay on all newer machines to allow any condensation on the evaporator fins to run off before the compressor starts.
