Does anyone know a manufacturer that makes coffee vending machines that can be placed outdoors and withstand rain, snow, hot and cold temperatures?

Never a special model made for those conditions that I know if. If you have it in a covered area, it might be okay. An AP-113 or 223 would be a good coffee model. I never considered putting one outside before.

At the locations I would like to place them they would be covered, but on windy rainy days there is no doubt it would get wet. There probably are ways I could protect it from the rain, but then my concern is how it will hold up in the cold. My company is in NY, so the winters can get bad.

There are non that I have ever seen. If you absolutely need one and you want to spend the money I can convert one for you or build you one. If you just need something to use I would look for an older RMI 2000 with no electronics except control and single price add door seals and make a plastic splash guard for the cup holder. Another problem is you will have to ventilate the hot water and steam in colder conditions will cause 10 times the condensation than it already has and will jam up the condiments. It would be a challenge. Just a thought.
